Details/Specifics of Change:
The calibration coefficients for NOAA-16 AVHRR Channel 1 & 2 need to be
updated to:
Ch_1_lo = .05325*count - 2.053, count<498.96
Ch_1_hi = 0.1554*count - 52.82, count>498.96
Ch_2_lo = .05780*count - 2.183, count<500.16
Ch_2_hi = 0.1703*count - 58.45, count>500.16
These coefficients are expected to be implemented on December 9 and optimal
on December 27, in the middle of the two adjacent updates (December 9 and
January 13).
